You will serve as a FINANCIAL MANAGEMENT ANALYST in the RESOURCES AND BUDGET DEPARTMENT (N4), FUNDS ADMINISTRATION DIVISION (N42) of NAVOCEANO BAY ST LOUIS.

Duties

You will prepare budget execution reports and analysis for direct and reimbursable resources. You will maintain accounting documentation on funding increases and decreases to annual resources. You will review reports , documentation and work papers to ensure compliance with financial standards. You will apply financial and accounting standards in review of internal controls. You will analyze and evaluate complex financial information to determine the most effective and feasible course of action. You will perform budget execution, trend analysis and financial management work involving monitoring of obligations incurred and the actual expenditures of funds. You will create written briefs, and conduct presentations, summaries, etc. to key officials and stakeholders. You will advise executive management on unusual, complex, or controversial problems.

  • This is a Financial Management Level I Certified position IAW the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: GS-11: Experience analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations; experience providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities; experience in budget execution and tracking based on approved internal plans.s and reconcile requisitions. - Experience performing queries to retrieve Gross Adjusted Obligations, unmatched disbursement (UMD), and other reports for review. - Experience using CFMS to create funding documents, after-the-fact documents, and researching Global Comments. - Experience reconciling and correcting funding discrepancies by running Direct/Reimbursable Checkbook Reports and CFMS Active Document Reports. - Experience developing spreadsheets to track and ensure executions are in line with approved financial plans. GS-09: Experience applying budgetary policies, precedents, procedures, and regulations; experience identifying, analyzing, and resolving a range of budgetary problems; experience formulating budget estimates for program in which funding requirements; experience analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
