You will serve as a PROGRAM ANALYST in the CYBER ENGINEERING & DIGITAL TRANSFORMATION DIRECTORATE (SEA 03) of NAVSEA HQ FIELD SUPPORT.

Duties

You will serve as a management advisor to address a wide variety of interrelated subject matter than can include financial, contractual, programmatic or other program office focus areas. You will have a working knowledge of software development lifecycle and design methodologies, to include agile, cloud and DevOps concepts. You will serve as a liaison between all Naval Shipyards' CODE 109, Shipyard IT Rep, Product Owners and oversee the functional requirements, which support shipyard information technology processes. You will develop guidance, policies and procedures for organization and program improvement as related to cost, schedule and performance measures. You will prepare coordinated reports, presentations and briefings in support of program actions, brief senior leadership, and make recommendations based on findings. You will serve as a Contracting Officer Representative (COR) developing procurement documents, providing guidance concerning acquisition planning, pre-award, post-award, source selection, cost-reimbursement, award fee, and incentive contracts. You will have knowledge of Federal, DOD and Navy Procurement and contracting regulations and the DoD/DON Planning, Programming, Budgeting, and Execution (PPBE) Process.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (GS-11 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector conducting analysis or studies of business operations (e.g., financial, contractual, programmatic, cost, schedules, performance measures) to develop or recommend improvement plans or corrective actions in work methods or processes for the sustainment, maintenance, or modernization of submarines or submarine systems.
