This position is in the Civilian Health and Medical Program-VA (CHAMPVA), Veteran and Family Member Programs (VFMP) Directorate, Office of Integrated Veteran Care (IVC), Veterans Health Administration (VHA), Department of Veterans Affairs (VA). The position is organizationally aligned under the Chief, CHAMPVA.
Duties
Duties include, but may not be limited to:
Assists in the development of systems and procedures for the management and processing of controlled and other priority communications.
Analyzes issues associated with beneficiary access to care for beneficiaries by geographic area utilizing historical and current data. Assists in the implementation of activities to improve access to care for specialty health programs.
Coordinates with health care providers and other key VFMP stakeholders to aid with claim processing operations for CHAMPVA Programs are audit compliant.
Assists beneficiaries with provider outreach to ensure that the current level of care they are getting is aligned with the entitlements and benefits they are eligible to receive.
Advocates on behalf of beneficiaries, health care providers, and other authorized third party contacts to clarify processes and navigate bureaucratic and intuitional barriers.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

General Experience
(for GS-9 positions): Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system.
Specialized Experience
(for positions above GS-9): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
For GS 11 -Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Ability to apply extensive knowledge and skills in benefits administration principles, theories, and practices to inquiries and studies where the boundaries are broad and difficult. In this capacity, applies knowledge of advanced management principles with demonstrated applications to healthcare operations.
Knowledge of the capabilities, operating characteristics, and advanced functions of a variety of software (word-processing, spreadsheets, slide presentation, email). Must be able to create presentations, spreadsheets, and reports for management.
Prepares and/or manages the preparation of materials that convey complex, technical VFMP program information to diverse audiences with varying levels of understanding and interests.
Familiarity of basic medical terminology and how healthcare billing occurs in public and private sectors.
Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Assignments require skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.
Complete work products such as evaluation reports and staff studies, are also reviewed for consistency of facts and figures, choice of appropriate analytical methods, and practicality of recommendations.
Analyzes the issues in the assignment, then selects and applies accepted analytical techniques such as task analysis, work simplification, workflow charts, workload measurement, and trend analysis to the resolution of procedural problems affecting the efficiency, effectiveness, or productivity of the organization and/or workers studied.
Performed, evaluative studies involve measurement of current work output, group productivity and accomplishments, or identification of current resource needs (staff, supplies, equipment, and space).
Responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records.

Physical Requirements/Working Conditions: The work is primarily sedentary with occasional requirements to walk around in an office building to meet with employees. Most work requirements involve using a computer and standard office automation equipment. The incumbent may need to stoop, bend, reach, or occasionally carry loads weighing up to 20 pounds.
