Serves as a Health System Specialist to the Medical Center Associate Director of Patient Care Services. Works with the Associate Director of Patient Care Services, other Executive Leadership, the executive staff and Service Line Executives to review, plan and coordinate the delivery of health care programs throughout the facility. Position is located in the Office of the Director, Director's Suite at the VA Eastern Colorado Health Care System (VA ECHCS).

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Basic Requirement: Individual Occupational Requirements:
Education: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition to meeting the basic entry qualification requirements, applicants must have specialized experience of at least 1 year equivalent to the GS-12.
You may qualify based on your experience and/or education as described below:
Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Ability to focus on significant points requiring management's attention and to analyze various data in order to provide management information in a useful and meaningful form with completed staff action and recommendation when indicated.
Knowledge of the principles and practices related to the management of complex health care delivery systems and the ability to apply this knowledge to solve unique management problems.
Must have skill and ability to interact with others and to deal with difficult situations in a manner that reflects positively upon the VA. Skill in tactfully persuading others to accept new approaches and ideas is an essential trait. Must be able to interact both up and down the chain of authority.
Knowledge of wide range of administrative laws, policies, regulations and precedents that apply to the administration of public programs. This includes knowledge of overall VA goals and objectives, the sequence and timing of key program events or milestones and methods of evaluating the program accomplishments.
Knowledge of the techniques associated with the concepts, methodology, principles and practices of management. Techniques include standard setting, work measurement, work simplification, methods study, flow processing, facility layout, human relations, and other forms Page 5 Specialist to the Associate Director of Patient Care Services Health System of statistical analysis. These techniques are used to address complex problems impacting multiple services and management practices of the medical center.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements and Environment: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
