This position is located in the (DHHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight (CCIIO), Marketplace Innovation and Technology Group (MITG) . As a IT SPEC (SYSANALYSIS), GS-2210-13, you will perform duties and responsibilities that involve a wide variety of tasks related to monitoring and analysis of CMS information technology (IT), and assure operational conformance and compliance.

Duties

As an IT Specialist the incumbent assesses IT needs and operations as they relate to the program IT requirements, formulating recommendations, and implementing selected investments. Analyzes and implements technical solutions for internal workflows and reporting needs. Analyzes proposed system changes, legislative and policy changes, and assesses the impact of selected changes and advises program leadership. Engages business partners to initiate specific IT projects of program initiatives, enabling business needs by integrating business processes and requirements with IT systems architecture and design, security, data flows, and technical standards. Serves as the Contract Officers Representative (COR) and provides guidance and support for the entire contract and acquisition management lifecycle activities. Makes recommendations, which frequently form the basis for policies, procedures, and actions pertaining to IT investments.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT. In order to qualify for the GS-2210-13, you must meet the following: You must demonstrate in your resume the Basic Competencies AND at least one year (52 weeks) of qualifying Specialized Experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector. Basic Competencies: IT related experience, demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates possession each of the following four competencies: 1) Attention to Detail - is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and 4) Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience: At least one year (52 weeks) of experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector that includes: (1) Designing and conducting studies to offer solutions to unprecedented IT issues (i.e., issues that have no historical model to resource as basis for technical solution); and; (2) Experience in IT processes that include batch, real -time and database Management and; (3) Preparing written documents that include technical data and presenting recommendations in reports, correspondence, or presentations for leadership and; (4) Performing all pre-award/post-award functions in COR LIII capacity, using a wide range of contracting method and types to manage complex services. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
