The primary purpose of this position is to serve as a project lead/manager to conduct comprehensive manpower requirements studies, organizational analyses, and reports on the readiness of unit through analysis of unit inspections and provide management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings.
Duties
Studies the structure and/or functions of the organization with interrelated work processes or functions to improve processes, maximize resources utilization, and resolve substantive issues of moderate scope, and proposes new organizational structures, realignment of functions, solutions to space/supplies/equipment issues, and/or staffing levels.
As project lead/manager, reviews and evaluates organization structure and mission by interpreting data, process flow, organization concepts, and line/staff relationships for consistency and logic, to improve organizational efficiencies.
Provides complex management support services for organization. Evaluates the impact to manpower resources based on changes in regulatory and legislation requirements, long range program goals, and other critical factors to ensure mission accomplishment.
Advises director, deputy director, supervisors, and managers on civilian personnel issues. Performs research and advises on a variety of issues of a sensitive nature that concern hiring policies and procedures and related legal, regulatory, and contractual requirements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of management principles, organizational theory and techniques of analysis and evaluation, along with an understanding of governing program policies, precedent setting decisions, procedures and instructions. Knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of work process and its function to the mission in applying analytical and evaluative methods and techniques, to perform special and ongoing studies of complex problems for the assessment of the improvement of organization programs effectiveness. Skill required in preparing project report, delivering briefings to management and managers to encourage understanding and acceptance of findings and recommendations

EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Department of Defense (DoD) and Joint Service management and organization principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.
2. Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.
3. Knowledge of an extensive body of civilian (APF and NAF) HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations, monitor and track requests for personnel actions, and ensure forms for civilian pay actions are submitted for in processing and out-processing employees and comparable actions.
4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports.
5. Skill in conducting interviews with employees, supervisors, and management officials to obtain information about organizational missions, functions, and work procedures.
6. Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
