Duties
Participates in all assigned program phases, such as the development of design, implementation, and sustainment methodologies, strategies, and solutions.
Supports all assigned phases of the ERP, such as development, data conversion, prototyping, testing, transition, implementation, and sustainment.
Reviews and evaluates existing finance and accounting policies, standards, and procedures to develop improved working processes that utilize effective COTS capabilities.
Advises the assigned Lead regarding the consequences of specific business decisions, proposed actions, or recommended solutions. Monitors work progress and outcomes.
Exercises positive interpersonal relationships with program participants and stakeholders through the use of tact and diplomacy to resolve issues or conflicts between groups with different objectives and needs.
Monitors internal controls to identify problem areas, improve operating program effectiveness and maintain the integrity of financial information.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

Combinations of education and experience may also be sufficient.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Performing analysis of financial management policies, procedures, internal controls, and regulations significant enough to recommend initiatives to increase effectiveness and efficiency of finance operations; demonstrating substantive knowledge in financial management principles as they relate to automated systems processing and operations; and providing in-depth finance support to leadership in carrying out financial missions with allocated resources.

You will receive credit for all qualifying experience, including volunteer experience.
