Duties

As Chief, plans, organizes, and oversees the security activities of the installation. As the Wing IP program administrator, is accountable for the successful accomplishment of IP mission goals, objectives and the secure accomplishment of all other Wing mission goals and objectives. Serves as the risk assessment/risk management advisor to CC/CV for the converged IP disciplines exclusive only of physical security requirements. Performs supervisory personnel management responsibilities. Knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the information protection program to include Acquisition security, program protection, information security, industrial security, physical security, personnel security, operations security, foreign disclosure, and information assurance in order to perform the full range of complex security management responsibilities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Experience includes knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the information protection program to include: Acquisition security, program protection, information security, industrial security, physical security, personnel security, operations security, foreign disclosure, and information assurance in order to perform the full range of complex security management responsibilities. Knowledge of operational characteristics across the multiple-disciplinary construct of information protection, to apply unique management tools to develop an effective converged solution to systemic problematic issues affecting the Wing and serviced activities. Knowledge of the multiple processes are imperative and involved in the security strategic plan development and implementation by the incumbent. Ability to assemble, compose, coordinate, and track information for routine as well as unique reports, inquiries, and related correspondence are necessary to ensure mission success. Knowledge of a wide range of methods to conduct inspections and investigations, collect and analyze information, and evaluate the effectiveness of the Wing security program. Knowledge of analytical methods for determining and evaluating vulnerability threats, intelligence data, and other specialized areas resulting in possible program compromise. Knowledge of information systems, life cycle management processes, and procedures; knowledge of computer security technologies, techniques, objectives, problems, and solutions. Skill to organize, direct, and manage a multi-disciplined security staff. Ability to assemble, compose, coordinate, and track information for routine or unique reports, inquiries, and related correspondence to ensure mission success. Ability to communicate orally and in writing. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the information protection program to include: Acquisition security, program protection, information security, industrial security, physical security, personnel security, operations security, foreign disclosure, and information assurance in order to perform the full range of complex security management responsibilities. 2. Knowledge of analytical methods for determining and evaluating vulnerability threats, intelligence data, and other specialized areas resulting in possible program compromise are required. Extensive knowledge of state-of-the art security equipment, devices, practices, and procedures with all IP security disciplines for planning and implementing protective methods and security procedures are required. 3. Knowledge of operational characteristics across the multiple-disciplinary construct of Information Protection, to apply unique management tools to develop an effective converged solution to systemic problematic issues affecting the Wing and serviced activities. 4. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security. 5. Skill in planning, developing, implementing, and evaluating security programs to meet mission requirements and improve the security program. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and ability to communicate effectively, both orally and in writing to successfully accomplish the mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
