The primary purpose of this position is to serve as the Senior Government Special Access Program Security Officer to provide oversight and management of the Security Section within the Operational Flight Program Combined Test Force, spanning multiple security disciplines (information, personnel, physical, computer, operations, and communications security) in support of the 53d Wing, 53d Test and Evaluation Group, OFP CTF missions in all requirements for Advanced Program and SAP activities.

Duties

Plans, organizes, and directs the activities of the OFP CTF security office, ensuring that all security programs comply with command, legal, and regulatory requirements. Independently develops guidelines for the OFP CTF where existing guidance is inapplicable or of limited applicability. Primary OFP CTF lead for creation and management of security information files (SIF) within HQ ACC, USAF, and DoD processes, including maintenance of files and records pertinent to personnel clearances. Implements DoD, USAF, MAJCOM, and installation policies and develops local procedures for force protection and antiterrorism. Manages Communications Security (COMSEC) accounts.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of applying knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems. Expert applied knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; applies policy direction to contractors and government/military officials, and develops guidance and procedures for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough knowledge of Special Access Program security concepts, programs, procedures, and practices to manage the establishment and operations of wing internal security programs. Comprehensive knowledge of special access programs, communications, industrial, information, physical and personnel security concepts, principles, and practices to plan and implement security programs in those areas as well as knowledge and experience with special compartmented information (SCI) security procedures. Skilled in planning, organizing and directing studies and forecasts to recommend and implement methods for enhancing security through modifications and applications of evolving technology. Skill to independently develop, analyze, and evaluate security programs to meet mission requirements and improve the security posture for the organization. Ability to independently oversee the security functions of a diverse organization to meet deadlines and enable accomplishment of secure developmental and operational test objectives. Ability to communicate orally and in writing, clearly, concisely, and accurately. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
