Salary: $68 405 - 153 354 per year

This position is located in the Office of the Assistant Secretary for Administration and Management (OASAM), Civil Rights Center (CRC), Office of External Enforcement (OEE). OEE is responsible for external enforcement and compliance, policy development, and monitoring civil rights-related topics of national or regional importance. This position is outside the bargaining unit.

Duties

The following are the major duties of the GS-13 position. The duties at the GS-9-12 levels are similar, however, the GS-13 performs these duties at a higher level of proficiency and with less oversight. Conducts important, sensitive, highly difficult, and complex reviews and investigations of recipients of financial assistance. Conducts comprehensive equal opportunity (EO) compliance reviews of recipients' programs. Resolves issues identified during compliance reviews and investigations that are strongly contested. Negotiates with top State and local officials, union officials, and their attorneys. Drafts corrective actions and prepares letters of findings or determinations based upon data complied during compliance reviews or investigations. Prepares and/or reviews files prepared for enforcement actions. Monitors State Nondiscrimination Plans to determine adherence to plans and equal opportunity principles and regulations based on enforced legal requirements and policy. Prepares reports documenting findings and resolves any issues of non-compliance. Drafts and monitors conciliation or negotiated settlement agreements. Develops and presents training on issues related to nondiscrimination and equal opportunity. Reviews and drafts new and/or revised regulations, policies, and guidance materials. Other duties as assigned.

Requirements

  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for EO Specialist, as described below. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-09 includes: Experience conducting E.O. investigations and compliance reviews designed to evaluate whether entities are in compliance with the law. Experience in analyzing E.O. complaints, applying law to fact, and applying investigative methods to determine whether a covered entity is in compliance with the law. At the GS-09 level, you may also qualify based on education with the following: Master's degree or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree Qualifying specialized experience for GS-11 includes: Experience conducting E.O. investigations and compliance reviews designed to evaluate whether entities are in compliance with the law. Experience in analyzing E.O. complaints, applying law to fact, and applying investigative methods to determine whether a covered entity is in compliance with the law. Experience in fact-finding, analyzing, problem solving, and writing, and in assisting others to do so, in order to identify issues and problems in discrimination cases and recommend solutions. At the GS-11 level, you may also qualify based on education with the following: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree Qualifying specialized experience for GS-12 includes: Experience conducting E.O. investigations and compliance reviews designed to evaluate whether entities are in compliance with the law. Experience in analyzing E.O. complaints, applying law to fact, and applying investigative methods to determine whether a covered entity is in compliance with the law. Experience in fact-finding, analyzing, problem solving, and writing, and in assisting others to do so, in order to identify issues and problems in discrimination cases and recommend solutions. Experience processing, investigating, and adjudicating discrimination complaints. Experience drafting documents for investigations and compliance reviews, such as letters of acceptance or dismissal, requests for information and documents, and letters of findings or determination. There is no education substitution for the GS-12 level. Qualifying specialized experience for GS-13 includes: Experience conducting E.O. investigations and compliance reviews designed to evaluate whether entities are in compliance with the law. Experience in analyzing E.O. complaints, applying law to fact, and applying investigative methods to determine whether a covered entity is in compliance with the law. Experience in fact-finding, analyzing, problem solving, and writing, and in assisting others to do so, in order to identify issues and problems in discrimination cases and recommend solutions. Experience processing, investigating, and adjudicating discrimination complaints. Experience drafting documents for investigations and compliance reviews, such as letters of acceptance or dismissal, requests for information and documents, and letters of findings or determination. Experiencing drafting documents such as new or revised regulations, policies, guidance materials, and similar documents implementing statutes, regulations or executive orders promulgated by Federal and/or other government departments and agencies. There is no education substitution for the GS-13 level.

Education
