Serves as an entry level Human Resources Specialist performing basic but progressively more difficult assignments. Tasks and assignments require the application of HR concepts, principles, regulations and policy. Participates in the application of merit systems principles to attract develop, manage and retain a high quality and diverse workforce.
Duties
Typical duties include: developing/publishing vacancy announcements; conducting job analysis; evaluating applicant qualifications; adjudicating claims for veterans' preference; issuance of referral lists; rating/ranking/grouping applications; processing selections; annotating legal authorities and nature of action codes on personnel actions; evaluating position duties and responsibilities to determine appropriate title, series, grade/pay band; address/review matters concerning unit coverage and fundamental employee representation issues; providing advice and assistance to managers and employees on basic pay setting.

- Selective Service Registration is required for males born after 12/31/1959.
- Successful completion of a security investigation may be required.

Qualifications
Gateways - Recent Graduates Program Eligibility:1. Apply within two years of having obtained a qualifying degree or certificate beyond the high school level from a qualifying educational institution. Application must be received no later than two years after the date the candidate completed all requirements of the qualifying degree/certificate. A veterans who, due to a military service obligation was precluded from applying during any portion of the two-year eligibility period, will have a full two-year period of eligibility upon release or discharge from active duty. Eligibility for veterans cannot extend beyond six years from the date on which the individual completed the requirements of an academic course of study.2. Must be a United States citizen.3. Must meet qualification requirements, security and/or medical requirements (if applicable) and any other requirement specific to the position for which being appointed/converted.4. Must have registered with the Selective Service System or have an approved exemption (only applies to males born after December 31, 1959).5. Must meet specific requirements as specified in the Participant Agreement.To Qualify for the FV-F:Reference OPM Group Coverage Qualification Standard for Administrative and Management PositionsTO QUALIFY AT THE FV-F (FG/GS 5-9) level, you must demonstrate in your application that you possess at least three (3) years of progressively responsible general work experience demonstrating the ability to analyze problems to identify factors, gather pertinent data/information, recognize problems and/or solutions, plan and organize work and effective communication. At least one (1) year of experience must be equivalent to the FG/GS-4 level work in the administrative, professional, technical, investigative or comparable work area.OR,Education Substitution: Successful completion of a full 4 year course of study in any field leading to a bachelor's degree, gained from an accredited college or university.ORCombination education and experience may be qualifying for this position. Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. educational institution in terms of equivalence to a degree acquired at an American college or university. Gateways - Recent Graduates Program: Recent graduates serve on a temporary or time-limited appointment. Total time in the program may not exceed two (2) years. However, in accordance with Agency policy, appointments may be terminated at any time.
Conversion to Permanent Appointment: Participants may also be converted to a permanent appointment without further competition in accordance with (and fulfilment of) all requirements outlined in the Gateways Program Participant Agreement.
