This position is located in the Office of Inspector General, Office of Management of the Federal Deposit Insurance Corporation and responsible for providing oversight of OIG contracts and is responsible for overseeing general contractor performance and the technical work of contractors. Additionally, serves as liaison coordinating the overview/comments of Corporate policies and procedures, and is the point of contact for OIG policies and procedures.
Duties
Serves as the primary advisor to the OIG contracting program performing analysis and evaluation on all contacting matters from beginning (issuance of contract), monitoring along the way, to the finalization of the contract. Initiates, develops, and recommends new or modified contracting policies, procedures, guidance and controls.
Conducts market research, participates in acquisition planning, develops requirements documents (Statement of Work, independent government cost estimate, source solicitation list, contractor risk level record, NFE requisition, etc.) and coordinates with OIG component offices and the DOA Acquisition Services Branch (ASB) to acquire a variety of contractor services for OIG.
Functions as a Senior Program Analyst overseeing and conducting complex acquisitions in accordance with the APM, PGI and sound business practices. Plans, negotiates, leads and administers complex procurements of goods, systems or services including those specialized, state of the art, critical requirements. Establishes quality control measures for each contract.
Identifies and resolves both basic and complex questions in the management of contracts and provides procurement guidance and assistance to program staff in their day to day activities. Advises on the interpretation of contract language, regulations and clauses.
Ensures that all contractor and subcontractor personnel, including those added after contract award, undergo background checks and fingerprinting and are cleared by the FDIC Personnel Security Office prior to beginning work on the contract.
Responsible for the full range of contract administrative actions, including modifications, changes, terminations, and resolution of performance issues.
Monitors and inspects contractors' performance and progress to assure compliance with contract terms and conditions and ensures that work does not go beyond the scope of the contract as provided in the Statement of Work.
Completes pre-exit clearance procedures upon departure or transfer of contractor personnel in accordance with applicable FDIC and OIG policies and procedures.
Reviews and assesses the adequacy of OIG policies and procedures and their consistency with professional standards, including developing comments and suggestions for improving draft policies and procedures.
Serves as the technical advisor for an OIG automated policies and procedures system. Expert knowledge of the application to be able to answer functional questions, arrange training, ensure that documents are forwarded to the appropriate approvers and posted to the web site when final approval is received.
Coordinates with and promotes cooperation with other OIG components and external FDIC components.
Suggests ways to improve OIG-wide processes and procedures to increase operational efficiency.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as experience providing oversight of contracts, contractor performance and technical work and experience working with a policy and procedures management system.
