Employee will be assigned to Research Service, VA Medical Center, Indianapolis, IN, researching and interpreting relevant regulations, guidelines, and standards, and oversees the processing, awarding and management of contracts and/or grants.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Determines and informs Principal Investigators (PIs) of a diverse set of local requirements that ensure timely and correct completion of the required comprehensive pre-award review in order to meet specified requirements. Searches for funding opportunities, disseminates information on grant programs, and educates and organizes scientific groups of PIs and affiliate faculty to respond appropriately within the grant submission guidelines and to meet relevant deadlines. Assists PIs and affiliate faculty with the development, preparation, and submission of research proposals, contracts, sub-contracts, and agreements, to include budget, documentation, interpretation of funding requirements, and departmental approvals. Ensures that proposals, contracts, and subcontracts are compliant with funding agency, federal, state, and university requirements. Assists in the development and implementation of departmental policies for the processing of proposals and administration of awarded accounts, ensuring deadlines are met. Provides expert analysis and advice on complex grant program and processing issues, analytical and organizational assistance, as well as advice and support in the recurring administrative processes within the local VA Research and Development Program. Represents the Research Service in interdepartmental activities and serves as a liaison between Research Service, clinical services, and local facility leadership. Oversees and manages research-specific software programs, VA online internal systems, portals, and central database tracking systems for funded research being performed. Maintains and tracks current funding information on all research investigators and annual administrative progress reports on all research protocols. Produces analysis reports on proposal submission and award activity; and creates and maintains a grants database as a submission and award management tool. Works in-tandem with the Budget Analyst in the Research Service administrative program office; and assists the Budget Analyst in spending analyses and spending procedures throughout the fiscal year. Performs other tasks related to current assignment as instructed by supervisor. Work Schedule: Monday - Friday, 8:00am - 4:30pm. SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-7 level in the Federal service. Specialized experience includes: carrying out research grant funding policies and procedures; soliciting, receiving, reviewing, and submitting research proposals; creating and maintaining grant databases; assisting with budget development; and preparing reports and other documents using a range of computer applications. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required) - Applicants must possess at least 2 full years of progressively higher level graduate education or master's or equivalent graduate degree or LL.B. or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINING EDUCATION AND EXPERIENCE (Transcript Required) - Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. A Quality Ranking Factor* has also been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position. *Quality Ranking Factors are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening, but may be used as ranking criteria. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary. Typically, the employee will sit comfortably and do the work. There may be some walking and/or standing, bending, and carrying of light items like paper or books. No special physical demands are required to perform the work.
