This position is located with Bonneville Power Administration, in Planning and Evaluation (PEH) program of the Energy Efficiency (PE) department, within Power Services (P). A successful candidate in the Supervisory Public Utilities Specialist position will report directly to the Vice President for Energy Efficiency. The incumbent maintains working relationships with Bonneville managers and staff and representatives from public and privately owned utilities.

Duties

As a Supervisory Public Utilities Specialist, you will: Serves as the Manager of the Planning and Evaluation program and is a member of the Energy Efficiency management team with responsibility for providing direction and leadership in the planning, development, implementation, and administration of programs, systems, and work processes that are necessary to perform the critical mission and support activities required of the organization. Directs all PEH activities; assumes accountability for the success of its programs, functions, and activities; and monitors the progress of the organization toward its goals, especially pertaining to cost savings, and making appropriate adjustments. The incumbent works directly for the Vice President of Energy Efficiency and maintains working relationships with Bonneville managers and staff; representatives from public and privately owned utilities; representatives of the NW Power and Conservation Council; and, professional groups and organizations as appropriate. When designated, acts for the VP on all matters pertaining to the planning efficiency program. Performance is evaluated in terms of incumbent's effectiveness in providing leadership and direction to EE's Planning and Evaluation staff, ensuring the attainment of high levels of product and service satisfaction and quality support, by managing the performance of the staff, and by the accomplishment of EE goals and objectives.

  • This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.
  • Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
  • First time supervisors will be required to serve a 1-year probationary period.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as experience leading a project or team or serving as a technical expert in 1) managing projects to shape policy and evaluation related to the production and distribution and use of energy; AND 2) working with internal and external partners to evaluate program and portfolio cost, assess market penetration to determine the best delivery, marketing and contracting solutions for energy efficiency or other utility program implementation. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
