The Office of Procurement at NASA Johnson Space Center is seeking interested candidates to serve as an Administrative Specialist to support the administrative and business operations of the Directorate. This position requires working with Procurement Directorate leadership, Management, and team members, along with the Enterprise and Center acquisition stakeholders related to Procurement Directorate administrative and business services, policy implementation and other needs.
Duties
Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Collaborates with senior leaders (Enterprise and Center) to strategize on administrative plans, implements, or maintains organizational records; utilize analytical methods to identify, evaluate, and recommend appropriate solutions for efficiency.
Provides guidance and oversight for a full range of administrative and personnel activities, working and collaborating closely with directorate and division management and administrative support.
Performs and monitors administrative management requirements and applies policies. Researches and resolves unusual problems in performing a variety of duties related to special projects involving administrative or program issues.
Coordinates actions and projects completion, tracks progress toward schedules and takes corrective actions as appropriate. Provides timely communications with project and task participants, stakeholders, and management.
Performs administrative functions of organizational requirements to secure adequate control of deadlines, progress reports, and data bases. Provides deliverable reports to Center or Enterprise leadership as required.
Serves as subject matter expert for the organization and resolve issues within administrative functional area related to hiring strategies, office move requirements and timelines, purchasing needs, track/reconcile IT equipment/billing, etc.
Advises/guides staff and oversee all administrative needs for the organization (e.g., creating/modifying position descriptions, track personnel actions, staffing request, manage travel, training coordination, property custodian, etc.).
Oversees the performance evaluation and planning process for the Directorate to enable on-time completion of tasks. Coordinates with office leadership and administrative staff to enable timely completion within their respective divisions.
Provides support for the planning and management of the organizational budget and maintains financial records.
Provides support for the planning and coordination of various events, seminars, workshops, retreats, and site coordination. Coordinates audio/visual equipment support.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
Performing administrative functions in support of staff or executive management that may include personnel systems management, travel arrangements, training coordination, property equipment custodian, or the facilitation of logistics office moves in accordance with organization requirements;
Providing recommendations regarding administrative guidelines, issues, or operations;
Gathering and analyzing information to support the development of organizational functions, office operations, or process setting for an organization.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Reviewing administrative or business operations to determine compliance with organizational policies;
Participating in the development and implementation of organizational records and making recommendations for administrative guidelines, issues, or operations;
Preparing and presenting data to support the development of organizational functions, office operations, or process setting.
