You will serve as a Program Analyst in the Future Requirements Functional Area of the Business Directorate of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND.

Duties
You will help lead the Program Objective Memorandum (POM) process at a major Navy systems command.
You will drive strategic decisions by prioritizing command requirements, identifying risk, and recommending trade-offs.
You will analyze higher level strategic guidance to determine priorities and other command implications.
You will evaluate data, trends, reports, or other information to identify improvements into effectiveness of operations.
You will perform quantitative or qualitative analyses in support of programmatic reviews and strategic plans.
You will establish metric and analysis systems to assess efficiency, effectiveness, or compliance with procedures for organizational programs.
You will collaborate with internal and external stakeholders to identify and assess operational information, needs, or business trends.
You will create spreadsheets, graphs or charts to report data trends and briefs senior leaders.
You will extract data from databases such as the Program Budget Information System (PBIS) to support conclusions or recommendations.
Requirements

- This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
- You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Conducting and facilitating business analysis of key business processes and internal/external business programs for a large organizations' Program Objective Memorandum (POM) development; 2) Developing new metrics and reports in support of the organization's strategic plan; 3) Conducting quantitative and qualitative analysis to support data driven decision-making and long-range planning; 4) Maintaining database records for organizational programs, to be used in the evaluation of effectiveness and efficiency of organization operations; and 5) Utilizing automated office suite programs such as Microsoft Excel and Access, PBIS, and Tableau to develop, coordinate and prepare reports, briefs and presentations for senior leaders and stakeholders.
