About the Position: Serves as Logistics Management Specialist in support of Army Futures & Concepts Center Joint Modernization Command in Ft. Bliss, Texas. This position is developmental in nature, leading to the target grade of GS-11. Applicant may be selected at either grade of GS-07, GS-09, or GS-11 as qualifications dictate.

Duties

Duties below represent those at the full performance level of GS-11. At the GS-07 and GS-09 levels, related responsibilities designed to provide the competencies, skills, and experience required to perform the more complex work will be assigned. Provides logistics management services to the Joint Modernization Command (JMC) Advises management on issues related to property book actions, facility management, and contract status to include contracting officer representative (COR) responsibilities. Keeps abreast of developments, outlooks, doctrine, and trends in areas of responsibility. Coordinates development and accomplishment of studies and plans for components such as physical site and structure layout. Performs property book officer duties through the Global Combat Support System. Performs duties of Contracting Officer Representative when required. Performs facility planning duties to include planning and review of building layouts, work orders, and service orders.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires Secret Clearance.
  • Must be able to lift 40 lbs.
  • Callback and emergency duty are regular requirements of this position. Overtime and Shift work may be required on short notice to include Nights, Holidays and Weekends. Subject to call back for overtime after duty hours within 2 hours of notification

  • Incumbent must pass an accredited Contracting Officer's Representative (COR) Course and maintain COR certification/appointment eligibility.
  • Occasional travel away from the duty station (TDY) may be required up to 20% of the time.

In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To qualify at the GS-9 Level, you must meet one of the following: Specialized Experience for the GS-9: One year of specialized experience which includes 1) utilizing automated logistics systems to complete logistics management activities; 2) determining supply and maintenance requirements using automated logistics management systems; AND 3) creating and disseminating correspondence and reports within the organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Logistics Management, Supply Chain Management, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To qualify at the GS-11 Level, you must meet one of the following: Specialized Experience for the GS-11: One year of specialized experience which includes 1) using regulatory guidance to analyze and manage logistics management programs; 2) determining supply and maintenance requirements using automated logistics management systems; 3) participating in developing budgets and supporting justification; AND 4) creating and disseminating correspondence and reports within and outside of the organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Logistics Management, Supply Chain Management, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
