The incumbent is located within the VA Center for Development and Civic Engagement VACO and reports to the Supervisory Communications Specialist.
Duties
This position is responsible for the development of all visual communication products in support of the Center for Development and Civic Engagement (CDCE) strategic communication initiatives, including complex visual products/graphics, backdrops, banners, and specialty items that will attract attention and leave a lasting impression on the intended audience(s). Requires efficiency and timely responses to graphic or digital visual requests in support of the CDCEs social media and public affairs audience(s). Will provide department oversight to support a variety of special events, programs, projects, and assignments to positively impact the operations of the organization. This is a Telework eligible position. Duties include, but may not be limited to the following:
Communications Projects Coordination
Provide marketing perspective and expertise related to marketing priorities, costs, and resource requirements.
Work with the Supervisor and leadership to identify new marketing projects, campaigns, and initiatives that support and enhance the strategic priorities and goals.
Independently recommend and develop marketing campaigns/initiatives in support of social media and strategic communication needs. Campaigns include the design/production of a wide variety of products in support of communication initiatives
Conceive and produces a high volume of interrelated exhibits, publications, and visual presentations which are often designed as sequential or unified projects, such as a series of briefing presentations or exhibits with transitional subject matter or an exhibit with a corresponding pamphlet.
Select, oversee, and manage vendors and contractors that develop a variety of products such as book and report cover, charts, maps, graphs, and text for program publications, and other promotional materials for various outreach media.
Ensure that Public Affairs/Medical Media fosters an environment that promotes professionalism, mutual respect, and effective communication.
Communications Operations Analysis
Analyze data from Communications activities for effectiveness in communication, includes creating methods for measuring target audience understanding of information provided and determining the effectiveness of communication approaches and techniques used.
Use a computer, graphic and web software, scanner, digital camera, printers, and other specialized equipment to execute complex layouts for a variety of publications, including newsletters, brochures, pamphlets, flyers, reports, forms, information packets, booklets, manuals, presentation folders, posters, logos, displays, charts, graphics, and web files.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Excellent in verbal, written, and visual communication techniques and methods, to effectively communicate orally and in writing various subjects using the English language. Skill in researching the subject and encapsulating the information into various communication formats. Performance entails personal/telephone contacts and written and electronic correspondence. Uses experience in producing print, digital, and interactive elements and proven proficiency in Adobe InDesign, Illustrator, Photoshop, Acrobat, MS Word, Desktop Publishing software, PowerPoint, and Excel to develop materials, including graphics and layouts, project deliverables, client presentations, promotional and website materials, and key internal documents. Know the digital publication of e-books, digital magazines, and the development of digital libraries and catalogs.

Uses experience in producing print, digital, and interactive elements and proven proficiency in Adobe InDesign, Illustrator, Photoshop, Acrobat, MS Word, Desktop Publishing software, PowerPoint, and Excel to develop materials, including graphics and layouts, project deliverables, client presentations, promotional and website materials, and key internal documents. Must know the digital publication of e-books, digital magazines, and the development of digital libraries and catalogs. Manages creative projects from concept to completion, translating marketing objectives to creative strategies and recommending the appropriate deliverable based on effectiveness, cost, communication goals, and other criteria.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work requires some physical exertion, including having the full range of motion, and the ability to walk, bend, stoop, climb stairs, and carry while performing activities. Lift, pull, push, or move objects not to exceed 40 lbs., without any personal limitations or physical restrictions. The incumbent also needs to be prepared for working in outdoor settings as well, under various weather conditions, during day and night. No other special physical demands.
