This position will serve as an Environmental Protection Specialist for the Department of the Interior's Ecosystem Restoration Program, Section 40804 of the Bipartisan Infrastructure Law. This is a competitive temporary promotion opportunity not to exceed (NTE) 1 year. This temporary promotion may be extended up to 4 years or terminated earlier at management's discretion. The temporary promotion may be made permanent without further competition.

Duties

This position is located within the Department of the Interior, Office of the Secretary (OS), Office of Policy Analysis (PPA), Program Coordination Staff in Washington, DC. This position is being advertised as both location negotiable after selection and with a duty station(s) of Washington, DC with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: The incumbent supports the DOI Ecosystem Restoration Working Group by providing technical assistance to bureaus and offices on ecosystem restoration activities and related environmental and natural resource planning and science. The incumbent supports bureau needs to integrate information and data associated with projects utilizing the authorities of the Bipartisan Infrastructure Law and other applicable federal law. Supports coordination of BIL-ER implementation, including facilitating discussions with the activity leads and other key staff and helping develop and maintain infrastructure for shared tracking of BIL-ER projects. Applies environmental and natural resource management practices to inform the development of plans, guidance, and direction for ecosystem restoration program implementation. Coordinates the work of a variety of individuals from various fields including scientists, attorneys, representatives from the DOI bureaus with natural and cultural resource experts. Coordinates with policy analysts, economists, data scientists, and other program coordinators of the Office of Policy Analysis and departmental bureaus to conduct analyses to ensure the efficiency and effectiveness of BIL-ER decisions. This will include coordinating with the Department's Evidence Act principals to ensure the work of BIL-ER is integrated with the Department's strategic plan and learning agenda. Serves as program office representative regarding BIL-ER information management, which supports ecosystem restoration project management, including project tracking for progress toward identified performance metrics. Salary Range Information: Washington, DC (locality included): GS-13: $117,962 - $153,354 per annum Location negotiable (The salary for the selectee will be adjusted to include locality-based pay entitlements as it pertains to the remote work location): GS-13: $88,520 - $167,336 per annum First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying. Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (must meet all) Analyzing and providing recommendations on environmental or natural resource management plans or proposals, such as: scientific studies, land management plans, and/or restoration plans; Participating in program management projects, operations, and/or administration of environmental and natural resource programs to provide recommendations on project funding; Providing policy and guidance relating to environmental and natural resource management programs; and Collaborating with other scientific technical experts to collect and synthesize information to create a project plan.
