You will serve as a Management and Program Analyst in the Requirements Strategy Division, Business Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters.

Duties

You will work with stakeholders to develop, submit, and defend requirements for Systems Command (SYSCOM) programs per the annual Program Objective Memorandum (POM) schedule. You will, during budgeting and execution, coordinate SYSCOM inputs and facilities funding allocation or allotment accordingly to NAVFAC HQ and all echelons. You will review overall resourcing status and manage communications between the financial community and SYSCOM leadership to facilitate successful mission execution. You will serve as the SYSCOM Service Requirements Review Board (SRRB) administrator, the primary avenue for vetting of command contracting requirements. You will advise leadership on challenges and opportunities for improving process efficiency and program effectiveness across the enterprise.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position performs the duties of Contracting Officer's Representative (COR). Incumbent shall pass and maintain required COR training and certifications.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Analyzing and evaluating organizational funding, personnel, data, and business systems trends and metrics; 2) Planning, organizing, and negotiating with senior analysts and management to implement corrective actions, solutions, or recommendations; 3) Ensuring organizational compliance with policies, procedures and regulations; and 4)Ensuring guidelines and policies are being followed in the development and submission of all POM related products and deliverables.
