About the Position: Serve as program analyst responsible for planning, organizing, and leading others in studies or projects and negotiating effectively with management to accept and implement recommendations.
The pay band DE-02 is equal to the former GS-05 step 01 through GS-11 step 10. For this recruitment, management is recruiting at the GS-09 equivalent or higher.
Duties
Analyze quarterly and annual fiscal requirements for existing Army Research Institute (ARI) research programs in comparison with existing and expected resources, special programs, and other fiscal requirements.
Determine fiscal resource requirements by fiscal years and verify appropriateness of all procurement requests.
Analyze program execution to determine adherence to ARI plans.
Analyze and advise on program requirements verbally and in writing to research personnel outside ARI.
Review procurement packages to ensure that ARI programming requirements are being met and arranges for necessary modifications.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must obtain and maintain a secret security clearance.
- Incumbent may be required to travel up to, but not limited to 10% of time, sometimes on short notice.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes preparing a variety of reports on program status and assisting in the preparation of procurement packages for contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DE-02/GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (DE-02/GS-07).
