You will serve as a PROGRAM ANALYST in the SHIPYARD INFRASTRUCTURE OPTIMIZATION PROGRAM MANAGEMENT OFFICE (PMO 555) of NAVSEA HQ FIELD SUPPORT. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.

Duties

You will evaluate current means, methods, and tools used to procure capital equipment and where necessary identify improvements. You will lead studies and reviews to evaluate program accomplishments, effectiveness, and/or compliance with goals, objectives, rules, and regulations. You will analyze requirements to develop short and long range plans and contracting strategies to procure equipment. You will serve as management advisor using a high-level of discernment and judgment to address a wide variety of interrelated subject matter including technical, financial, contractual, programmatic, personnel, or other program office focus areas. You will coordinate with OPNAV, PMO 555, NAVSEA and NAVFAC headquarters, naval shipyards, repair activities, and SIOP departments. You will establish and maintain working relationships with internal and external stakeholders to develop, plan and coordinate projects for the successful execution of the program. You will brief all stakeholders, i.e. OPNAV, PMO 555, NAVSEA, NAVFAC, and maintenance activities on your assessment of program requirements and improvements. You will provide long range plans for the cost, performance, and schedule of diverse teams within the scope of assigned areas; exercises significant judgment and experience to establish priorities.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-02 (GS-11 equivalent) in the federal service or equivalent experience in the private or public sector analyzing data metrics (i.e., contractual, financial, or resources) to improve a business operations reporting system for an organization.
