About the Position: This position is located within the J-1 Administration and Management (J-1), Enterprise Administration and Systems Integration Division and it is located in Falls Church, VA. Note: A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Student Loan repayment may be authorized.

Duties

Subject matter expert developing/coordinating/monitoring the effectiveness of the DHA Publications Work Group and other authorities tasked with developing courses of action for DHA publications in alignment with higher-level policies. Serve as the subject matter expert responsible for oversight of the DHA Publication System Program which includes development, formulation, and coordination of DHA procedural guidance and administrative instructions enterprise-wide. Responsible for overall development of publications to include developing an internal system for coordination and completion of publications for the DHA. Ensure DHA policies and publications are in synchronization with higher level guidance. Establish, develop, and maintain constructive and effective relationships with senior medical leadership across the DHA as well as Office of the Secretary of Defense (Health Affairs) and other senior military and civilian leadership officials. Coordinate the management and execution of policy developed by the Assistant Secretary of Defense for Health Affairs (ASD (HA)) in the administration of all authorized DoD medical and dental programs. Collaborate with the organizations and individuals to ensure effective interagency coordination as well as to build strong and effective internal collaboration efforts and interagency partnerships. Conduct technical reviews and/or forming technical working groups capable of providing full resolution of complex policy formulation issues. Participate in the development, coordination, and implementation of, and reporting on DHA publication program. Prepare project reports, and disseminate project findings to senior DHA and MHS leadership. Serve as Contracting Officer's Representative (COR), overseeing and directing the work of contractors; and accepting and approving contract deliverable and schedules.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
