About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Eisenhower, Georgia .
Duties
Develops and disseminates organization level policy and guidance for assigned program
Maintains acquisition management and oversight by coordinating with requiring activities, the lawyers (i.e. SJA) and other offices (such as the CCoE, TRADOC, CAC and the MICC FT Eisenhower as required
Compute costs considering military/civilian benefit factors, direct labor costs, general/administrative and other overhead costs, and allowances for inflation and time-value of money where applicable (CA) A-74 and Contract insourcing initiatives.
Applies knowledge and understanding of the individual Performance Work Statement/Statement of Work, Request for Contract Approval form, Independent Government Cost Estimate, and checklist. Submits AMO packages for contracts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Incumbent must be able to obtain and maintain a Secret Security Clearance.
- TDY approximately 5 percent of the time.
- This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.
- Prior to appointment applicants are required to sign a statement indicating they understand the conditions of employment or assignment to the position and acknowledge the consequences of failing to meet and maintain those required conditions.
- Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005,
- Cyber Excepted Service, Employment and Placement. While serving a probationary period the incumbent can be terminated with limited appeal rights.
- Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012,
- Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army
- Requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

To qualify based on your experience, your resume must describe One Year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1. Processes acquisition package documents for higher level approval. 2. Maintains acquisition management and oversight by coordinating with the lawyers (i.e. SJA) and other offices (such a s the CCoE, TRADOC, CAC and the Army Contracting Office). 3. Creates graphs and charts using automation for command required projects.
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
