You will serve as a Senior Performance Representative in the Facilities Engineering and Acquisition Division, FSC Branch of NAVFAC ENGINEERING CMD MID-ATLANTIC. ***This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Duties

You will administer a contractor surveillance program to identify areas of deficiency or monitor progress. You will use automated systems for management reports and presentations. You will consult with personnel to obtain or exchange information to accomplish work-related activities. You will analyze work plans and the status of work in relation to overall schedule requirements. You will collaborate with performance assessment representatives to ensure requirements of the service contract are clearly understood. You will monitor business performance metrics and strategic plans to accomplish command's mission.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • May be designated as ALPHA personnel and required to report for duty or held in a duty status to provide support before, during and/or after special emergency situations or periods of an increased security threat.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Incumbent shall possess good communication skills, time management skills, organization, quality assurance mindset, and computer literacy; 2) Oversight of Technical Contract documents (i.e. drawings, specifications, cost estimates) for FSC Type II construction and service contracts, and to include Indefinite Quantity Work Statements for Private Contractors; 3) Visits work sites to provide oversight of work completion and safety for awarded work; 4) Corresponds by telephone, email and letter with contractors to keep lines of communication open; 5) Complies with plan of action and milestone schedule for each FSC Type II construction and service specification; 6) Performs inspection work involving performing a wide range of performance assessment and monitoring duties in support of facilities service contracts and Performance Work Statements; and 7) Performs invoicing tasks and most of the administrative duties related to PAR work. Education

Education may be substituted for the GS-11 position as follows:

You must have successfully completed a Ph.D. or equivalent doctoral degree
OR
have successfully completed 3 full years of progressively higher level graduate education leading to such a degree
OR
have obtained a LL.M., if related
OR
have a combination of both education and experience. The percentage of the required education plus percentage of the required experience must equal one hundred percent.
