Job opening: SENIOR PERFORMANCE ASSESSMENT REPRESENTATIVE

You will serve as a Senior Performance Assessment Representative in the Facilities Engineering and Acquisition Division, FSC Branch of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will analyze program strategies to determine compliance with regulations, procedures, or management practices to ensure new technologies and management initiative acquisitions are cost-effective. You will use automated systems for management reports and presentations. You will advise management on various types of contract strategies related to business operations to achieve optimum results. You will consult with personnel to obtain or exchange information to accomplish work-related activities. You will serve as a liaison to resolve project schedule conflicts and delays. You will develop and implement cost reduction processes or programs to identify unnecessary costs.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • May be designated as ALPHA personnel and required to report for duty or held in a duty status to provide support before, during and/or after special emergency situations or periods of an increased security threat.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: : 1) Incumbent shall possess good communication skills, time management skills, organization, quality assurance mindset, and computer literacy. 2) Oversight of Technical Contract documents (i.e. drawings, specifications, cost estimates) for FSC Type II construction and service contracts, and to include Indefinite Quantity Work Statements for Private Contractors. 3) Visits work sites to provide oversight of work completion and safety for awarded work. 4) Corresponds by telephone, e-mail, and letter with contractors to keep lines of communication open. 5) Complies with plan of action and milestone schedule for each FSC Type II construction and service specification. 6) Will be required to perform inspection work. The work involves performing a wide range of performance assessment and monitoring duties in support of facilities service contracts and the Performance Work Statement. 7) Performs invoicing tasks and most of the administrative duties related to PAR work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Education may be substituted for the GS-11 position as follows:

You must have successfully completed a Ph.D. or equivalent doctoral degree

OR

have successfully completed 3 full years of progressively higher level graduate education leading to such a degree

OR

have obtained a LL.M., if related

OR

have a combination of both education and experience. The percentage of the required education plus percentage of the required experience must equal one hundred percent
