You will serve as a Specification Writer (FMFS) in the Public Works Department of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Duties
You will gather program information from a variety of sources to resolve issues surrounding work operations and contract support.
You will assemble cost report data using an automated spreadsheet (e.g., Microsoft Excel) to develop analyses in determining trends.
You will identify and recommend corrective action to maintain program milestones within specified cost and schedule.
You will compile written reports to provide status or project updates.

- You will be required to obtain and maintain a current valid United States drivers license.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing contract documents (i.e. drawings, specifications, cost estimates) for FSC Type II construction and service contracts, and to include Indefinite Quantity Work Statements for Private Contractors; 2) Using job-relevant information systems and/or software applications, such as word processing, spreadsheets, automated research tools, database applications, and the Internet; 3) Producing scopes of work, independent government estimates, and reviewing contractor's proposals for accuracy; 4) Preparing Task Orders, Contract Modifications, and Task Order Modifications for FSC construction and service firm fixed price and indefinite delivery contracts and; 5) Visiting work sites to collect data pertaining to the scope of work, determining the amount and type of labor and material required and maintaining a complete material and engineering data file to include contract and material procurement information, frequently used federal specifications, price index of materials and available vendors, contractors, and manufacturers

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
You have successfully completed a Ph.D. or equivalent doctoral degree.
OR
You have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
OR
You have successfully completed an LL.M. degree that is related to the position being filled.
OR
You have a combination of experience and graduate education as described above that equates to one year of experience.
