Duties
Conducts periodic reviews to ensure organizations' administrative functions are operating in accordance with existing policies, procedures, regulations and directives.
Reviews and analyzes administrative and operational programs to identify existing and anticipate potential problems.
Prepares new or revised policy directives and procedures, prepares formal reports of findings to managers recommending actions necessary to improve programs.
Manages and oversees continuity in agency-wide administrative policies to include development, implementation, and maintenance of Standard Operational Procedures.
Administers and coordinates various programs involving the performance of work in technical, administrative, and personnel support.
Administers and coordinates various programs involving the performance of work in environmental, safety, and occupational health; security; financial management; training; facilities management; and property accountability.
Plans, tasks, and coordinates Center support, delegating responsibilities to subordinate supervisors, and issuing instructions orally or in writing.
Reviews work for compliance with orders and directives and making sure certain work is progressing expeditiously and efficiently.
Manages and directs internal and external operational requirements.
Coordinates with the DLA Human Resources Office on administrative and personnel programs such as performance management, incentive awards, and training management.

Qualifications
To qualify for a Supervisory Management and Program Analyst your resume and documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular knowledge, skills and abilities (KSAs) or competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

Operational planning, research, data analysis and program management.
Making recommendations for changes and improvements.
Formulating, presenting and executing the annual operating budget, prepares necessary documents to process budget estimates, requests for supplemental appropriations and allotments needed to finance new programs or program changes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
