Duties

Serves as a Communications Security (COMSEC) Responsible Officer (CRO) for the Defense Logistics Agency (DLA) Information Operations (J6), Cybersecurity Operations (J61), COMSEC Division (J617). The CRO is responsible for all COMSEC assets assigned to secure device users at the assigned site location(s). Serves as a technical advisor to leadership of assigned supported activities on COMSEC matters. Routinely performs various security functions required to protect DLA COMSEC equipment. Adheres to all applicable policies and guidance provided by the Headquarters DLA COMSEC Manager, DOD, National Security Agency (NSA), and the United States Air Force (USAF). As a CRO, analyzes functional requirements and oversees the conduct of COMSEC functions to minimize the threat of espionage, sabotage, and subversive operations against DLA activities and missions. Facilitates and administers the CRO and Secure Device User training programs.

  • This position and any future selections from this announcement may be used to fill various shifts located within J6 Information Operations.
  • This is a Mission Essential (ME) position. The incumbent may be required to report to work in the event of a natural disaster, inclement weather, or crisis.
  • Position is subject to call back, occasional overtime, and as required, emergency overtime. Position is also required to carry and respond to pagers and/or cell phones.

Qualifications

To qualify for an IT Specialist (INFOSEC), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Identifies current and potential COMSEC related problems and evaluates the impact to network security and data security systems. - Coordinates closely with the Primary COMSEC Manager to develop and implement plans, programs, procedures, and requirements for accountability of controlled COMSEC material. - Manages SIPRNET encryption devices, secure voice devices, and all COMSEC equipment. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed: 1. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
