You will serve as a Program Analyst in the Program Planning and Control Division of the Exploration Ground Systems Program, Program Planning and Control Division (LXB10) at the Kennedy Space Center and be responsible for the planning, analyzing, and administration of programmatic requirements.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Supports Exploration Ground Systems (EGS) Program Planning and Control (PPC) division specializing in budget planning, execution, and analysis.
Supports development of the Programming, Planning and Budget Execution (PPBE) products and analysis in complex or dynamic content areas.
Supports all aspects of budget and financial management including recommending resource allocations based on trends, priorities, or risk evaluation.
Provides input to programmatic products addressing external reporting or data requests.
Evaluates program and project plans to ensure cost, schedule, and technical integration ensuring resource allocations align with programmatic priorities.
Monitors budget expenditures to identify potential problem areas, reports to program management regularly on financial performance indicators, and recommends corrective action plans as necessary.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
Assisting with activities related to budget execution to help identify potential problem areas;
Assisting with budget planning by partnering with program stakeholders to determine funding requirements;
Gathering and consolidating information from multiple sources to inform budget submissions.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Utilizing tools for developing, coordinating, and managing budgetary resources, including monitoring, and inspecting costs;
Preparing monthly status of funds to ensure that budget expenditures are accurate and allowable based upon the annual plan;
Consolidating information gathered from multiple sources and successfully integrating and presenting that data to inform budget submissions.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Executing the budget for assigned business areas and ensuring the appropriate funding source is used and funding requests are reasonable;
Collaborating with stakeholders to determine funding requirements while participating in budget planning efforts;
Analyzing information gathered from multiple sources and integrating and presenting to senior management to support decision making.
