You will serve as a Financial Management Analyst in the NAVMEDRSCH UNIT SAN ANTONIO.
This announcement uses the Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will assist with formulation of budget and estimates to support plans, programs and activities.
You will review and evaluate budget request, control and reporting ofobligations and expenditures.
You will assist with development, determination and interpretation of budgetary policies and practices.
You will provide information about, and interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations.

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain a Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Managing, allocating and monitoring financial resources in compliance with laws, regulations, and policies, with sufficient transparency and appropriate internal controls to ensure these resources are efficiently applied to meet organizational goals and objectives, while considering the Federal Government's fiduciary duty to the Nation.
Analyzing, evaluating and reviewing budget and program issues and financial data and report using business tools and applications, cost and economic analysis, and performance metrics to provide recommendations.
Identifying and analyzing problems.
Weighing relevance and accuracy of information.
Seeking, generating and evaluating alternative perspectives and solutions.
Making timely and effective recommendations, based on potential implications of findings or conclusions.
Critically evaluating to identify the causes of problems and chooses courses of action that balance the interests of the mission and stakeholders.
Preparing, reviewing and reconciling financial statements and financial reports to meet reporting requirements and to support management decisions.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree.
