This position is in the Office of Information Technology (OIT) in the National Institute of Dental and Craniofacial Research (NIDCR) one of the National Institutes of Health (NIH) at the Department Health and Human Services (DHHS). Fulfilling the role of the NIDCR Deputy Chief Information Officer, implementing and managing Information Technology support and services.

Duties

Provide leadership for Improving customer service experience and creating engaged customers. Provide Leadership in identifying customer needs and deploying proactive support strategies by exploring ways to upgrade or enhance the level of services provided. Implements changes in response to customer requirements. Provides leadership and direction to subordinate IT Specialists. Monitors preventative maintenance, operational performance, and trouble-ticket responses. Develop and implement strategies designed to effectively recognize, report, track, and document the resolution of problems. Performs feasibility studies for new IT services. Works closely with scientific and medical professional staff and provides technical expertise as needed to facilitate mission-related initiatives. Defines the performance requirements and major operating characteristics of systems to fulfill mission-related initiatives. Evaluates and recommends applications that will be made available to users on Macs/PCs. Advises staff and provides assistance in acquiring scientific, computational biology and administrative systems for the support of Institute programs and mission. Manages software license compliance using centralized license metering services. Stays abreast of changes and new capabilities by functioning as the Technical Lead Coordinator and maintains close contact with technical staff.

Requirements

Qualifications

In order to qualify for this Supervisory IT Specialist (SYSADMIN/CUSTSPT), GS-2210 at the GS-14 level, you must have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that you possess all of the following four competencies: 1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; 2. Customer Service - works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3. Oral Communication - expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations; AND You must have 1 year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks. Examples of qualifying experience include: ?performing feasibility studies associated with the provision of IT programs and services; coordinating IT programs or projects and network services with customers, other organizations and staff; providing end user support for IT hardware and software systems; developing recommendations to improve the delivery of customer support services; and providing supervision or direction to other staff and contractors in providing IT programs and services.
