You will serve as a TECHNICAL PROJECT MANAGER (ADMINISTRATIVE/TECHNICAL) in the Development Engineering Division of the Range Systems Engineering Department of NAVAL SURFACE WARFARE CTR CORONA DIV, Orlando, Florida Detachment.
Duties
You will serve as the subject matter expert (SME) for all aspects of technical Project Management (PM), managing multiple project teams and leading throughout the project lifecycle,
You will interface with Program Managers, sponsors, subject matter experts, functional area managers (branch heads) and DOD leadership to successfully complete projects within allocated time and budget,
You will develop project schedules, cost estimates, work breakdown structures, requirements documents, and objectives associated with projects,
You will task engineers, technicians, documenters and other specialists with work assignments and follow-up to ensure assignments are complete,
You will lead and provide oversight of Integrated Product Teams, delivering various systems and capabilities,
You will lead tasks supporting pre-award contracts, financial management, risk management, systems engineering, total ownership cost determination, contract coordination, and communications,
You will work efficiently with the Project Manager (PM) role within Navy Enterprise Resource Planning (ERP),
You will anticipate consequences of actions, potential problems, or opportunities for change,
You will set and meet realistic deadlines; forecast changes and communicate current and projected issues; and, ensure a high level of fiscal control and accountability for project budget,
You will oversee projects from the planning stage through implementation, testing and reporting, maintaining responsibility for project success or failure, based on objectives set by project stakeholders,
You will lead the design, testing, planning, and implementation of complex projects for systems typically affecting many users,
You will provide expertise and consulting to project managers in the process of project management and in the softer skills of team dynamics, team building and group motivation,
You will work with senior management to resolve more complex problems,
You may perform as contracting officer representative (COR) or Assistant COR, providing information into reporting tools, review contractor reports, and other duties related to COR roles, as needed.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS 11-12 grade level equivalency) in the Federal service or equivalent experience in the private or public sectoranalyzing or evaluating financial and business operations (e.g., project requirements to develop plans, cost estimates, making recommendations) to increase program efficiency for an organization.
