DCSA Field Operations Directorate is looking for Program Analyst to assist with multi-year transformation that includes a significant expansion of predecessor Agencies' authorities and responsibilities. The incumbent will provide valuable input and analysis to field leaders and stakeholders by using objective based information that will enable or elevate risk-based decisions on a plethora of Field Operations activities. Duties

As a PROGRAM ANALYST (ACTION OFFICER) you will be responsible for the following duties: Execute the action process for directed tasks to include receiving, recording, and tracking of action items, distributing items and information to the appropriate personnel and coordinating responses with multiple internal and external offices. Analyze and evaluate (on a quantitative or qualitative basis) the effectiveness of field operations in meeting established goals and objectives and recommend alternative collection tools, methods, or processes when warranted. Foster positive relationships that promote cooperation and effectively communicate expectations for task completion. Author, consolidate, coordinate, and edit executive-level correspondence that ensures consistency with organizational strategic objectives and conveys an in-depth knowledge and understanding of Field Operations issues, policies, programs, and procedures. Recommend improvements to processes, recommend plans of action and milestones (POAM), and track the execution of approved changes as directed or appropriate. Liaise closely with Region leadership,

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of field operations in meeting established goals and objectives and recommend alternative collection tools, methods, or processes; Expert knowledge in organizational structure, process improvement techniques, and qualitative and quantitative techniques; preparing and presenting documents, project updates, staff reports, and briefings; writing, combining, organizing, and editing executive-level correspondence that ensures consistency with organizational strategic objectives and conveys an in-depth knowledge and understanding of Field Operations issues, policies, programs, and procedures. Specifically you will be evaluated on the following competencies: 1. Management Analysis: Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization. 2. Organizational Awareness: Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. 3. Problem Solving: Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/ effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders. 4. Program Planning, Review and Evaluation: Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results. 5. Qualitative/Quantitative Analysis: Examines and evaluates data to manage and achieve results.
