The ideal candidate should demonstrate proficiency in crafting and refining the annual budget estimate to support organizational activities. Additionally, they should have experience in creating concise data summaries and specialized reports on budget execution. Experience analyzing budgets and resources, providing budget execution services, reviewing and analyzing budget submissions and conducting reviews and analysis of budget allocation.

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement. To qualify for this position at the GS-09 level, you must possess one full year of specialized experience equivalent to at least the GS-07 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following: Experience developing and fine-tuning the annual budget estimate to facilitate organizational activities; AND Experience generating succinct data summaries and specialized reports related to budget execution; AND Experience analyzing budgets and resources, offering budget execution services, scrutinizing and evaluating budget submissions, and conducting comprehensive reviews and analyses of budget allocations. OR Master's or Equivalent Graduate Degree -OR- 2 full years of progressively higher level graduate education leading to such a degree;-OR- LL.B. or J.D., if related. OR Combination of education and experience. To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following: Analyzing budget and/or financial program data to develop annual and multi-year budget estimates for assigned programs and activities; AND Conducting research, identifying, and analyzing trends in the use of funds, and recommending adjustments in program spending that require the rescheduling of program workloads.; AND Identifying and analyzing changes in budgetary and/or financial policies, regulations, constraints, objectives, and available funds that affect the accomplishment of program objectives. OR Ph.D. or equivalent doctoral degree; -OR- 3 full years of progressively higher level graduate education leading to such a degree; -OR- LL.M., if related. OR Combination of education and experience.
