Duties

Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget. Provides interpretation, advice and recommendation on force management, civilian personnel administration, travel voucher and purchase card processing. Establishes program objectives weighing degree of urgency against schedules and funding and resolves conflicts between competitive requirements and resources. Prepares budget execution actions for all fund transfers and the monitoring of current year commitments, obligations and disbursements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Must obtain and maintain a Secret security clearance
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 10 in the broadband. This position is covered by control points to account for variances in position responsibilities within the broadband. The Control Point for this position NH-03 Lead Program Analyst is $99,200 to $153,354 including locality at the rate of 33.26%. Management will set the selectee's pay for this position within the control point salary range consistent with the qualifications and education of the selectee and the expected contribution for the position. Collaborating with external offices to support the organization in identifying and communicating requirements; 4.) Analyzing and making recommendations on policy or program management issues relates to Human Resources, Manpower and TDA; 5.) Overseeing travel vouchers, purchase card and performance appraisal processes. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationLeadershipOperations SupportPersonnel and Human ResourcesPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11/ NH-02).
