Duties

The Senior Level (SL) system is for positions classified above GS-15 that do not meet the criteria for the Senior Executive Service (SES), nor do they involve the fundamental research and development responsibilities that are characteristic of the Scientific or Professional (ST) system. This Senior Level (SL) position is with the Department of Health and Human Services (HHS), Centers for Disease Control and Prevention (CDC), Immediate Office of the Director (IOD), Deputy Director for Policy, Communication, and Legislative Affairs (DDPCLA), Atlanta, Georgia. As Senior Advisor for External Affairs, you will: plan, develop and implement agency policies and strategies related to external affairs, ensuring an opportunity for CDC leaders to contribute to such efforts; provide leadership for the agency in several program areas with special intergovernmental focus, facilitating CDC responsiveness, and promoting understanding of agency goals; collaborate across the agency to integrate external affairs with congressional affairs; communications, policy and other strategic functions; research and evaluate key public health policies, procedures, and guidelines to advise and to meet specific external affairs needs in coordination with relevant senior leaders; ensure effectiveness of policy review and evaluation of intergovernmental and external affairs; represent CDC senior leadership with the private sector, officials of other federal agencies, officials of state, tribal, territorial, and local governments, and nongovernmental organizations; serve as a liaison with policy-level officials to ensure respective views and interests are promoted with respect to current and emerging policy issues; serve as a liaison in strengthening relationships and collaborations across CDC with governors and their key officials, county and city officials, and others on the effect of national goals of health and human services.

Qualifications

As a requirement for SL, applicants must provide evidence of progressively responsible senior experience that is indicative of senior level management capability and directly related to the skills and abilities listed in the assessment questionnaire. To meet the qualification requirements for this position, your resume should emphasize levels of responsibility, scope, and complexity of programs managed, program accomplishments, and results. SPECIALIZED EXPERIENCE Applicants must have at least one year of specialized experience at a level related to the work of this position that has provided candidates with the particular knowledge, skills, and abilities (KSAs) and professional technical qualifications (PTQs) to successfully perform the duties of the position to include leading, directing, and managing a large public health program, such as scientific, public health, academic, non-governmental or other organization, while providing technical assistance to internal and external partners on matters relating to the improvement of their public health policies and activities. Applicants must have experience across various organization types such as Congress, executive branch agencies, and non-governmental organizations. Your qualifications will be evaluated on the following KSAs, PTQs and other characteristics. A narrative response is not required separately for the qualification statements but your resume should contain sufficient information to demonstrate your level of experience and qualifications for the position. 1. Senior level experience providing guidance on an agency's external affairs including engagement with Congress and coordination of federal and state level health initiatives. 2. Ability to develop and implement plans to ensure effective external affairs engagements for a large public health organization as demonstrated by experience managing coalitions, developing and advancing policy proposals, and providing expert guidance to senior leaders. 3. Experience serving as a liaison with policy officials to ensure respective views and interests are promoted with respect to current and emerging policy issues affecting external stakeholders. 4. Demonstrated ability to deal effectively with high-level government officials, state, tribal, territorial, and local government officials and nongovernmental groups.
