The primary purpose of this position is to provide planning, directing, organizing, and exercising control over the AFRC Quality Assurance Program. Program lead for the Manager's Internal Control Program (MICP) and performing various projects in support of Financial Improvement and Audit Readiness requirements.
Duties
Duty 1: Advise Comptroller and staff on Quality Assurance Matters.
Duty 2: Conducts various independent reviews to assess organizational performance and promote continuous process improvement.
Duty 3: Validates Financial Management Operational and System Access Controls and Manages Fraud, Waste and Abuse Program.
Duty 4: QA Plan, Cross feed Program and Training.
Duty 5: Administer the Manager's Internal Control Program (MICP) and ensures program compliance through regular internal MICP reviews.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Detailed, intensive knowledge of financial, accounting, and budgetary methods, goals, objectives, procedures, regulations, precedents, policies, and other guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organization and programs (e.g., apportionments, allotments); and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations; Skill in analyzing financial/budgetary relationships and developing recommendations for financial/budgetary actions (e.g., requesting allotments or reprogramming funds among object classes) under conditions of time pressure and uncertainty due to short and rapidly changing program and financial/budgetary deadlines and objectives; gaps and conflicts in program and financial/budgetary information; lack of predictive data; conflicting program and financial/ budgetary objectives; and changing guidelines for the work; Knowledge and skill in the application of methods and techniques for analyzing and evaluating the effects of continuing changes in program plans and funding on the accomplishment of the budget and program milestones.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of agency accounting, pay, travel, purchasing, and financial system policies, processes, procedures and regulations.
In-depth knowledge policies, concepts, guidance, procedures, techniques, and methodologies pertaining to analysis of financial data.
Ability to gather, assemble, and analyze data to prepare reports, develop alternatives, and make recommendations to resolve financial management system problems.
Ability to present recommendations or studies to higher authority and ability to deal tactfully and resourcefully with staff officers and directors at major command and installation level.
Ability to communicate effectively both orally and in writing; negotiates complex issues and maintains good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
