This position is in the Health Administration Service (HAS), Boise VA Medical Center, Boise, ID. This position functions as Medical Administration Specialists and has authority for staff who work in Health Administration Service including Specialty Outpatient Scheduling, Inpatient Wards, Telephone Operators, Float Call Center, and Compensation and Pension administrative staff. Is responsible maintaining correct scheduling practices per National policy.
Duties
Manages and directs the administrative aspects of the HAS Scheduling Section and provides effective management of functions in reception, scheduling, eligibility, admissions, discharge, transfer, insurance examination, and/or other related programs. Maintains up to date knowledge and open communication with staff on policy and/or procedural changes.
Determines which major projects affecting functional activities assigned will be initiated, changed, or discontinued; analyzes productivity within each major program and adjusts available manpower; and maintains long-range plans in connection with the primary mission of the Medical Center and the relationship of operational activities.
Assists with the establishment of goals, objectives, and short/long range plans related to scheduling duties. Performs succession planning and staff support work in short and long-range planning efforts and complies with directives and national guidelines in preparing weekly, monthly, quarterly, and annual reports.
Maintains, and assures employees maintain up-to date knowledge of policies and practices of the Privacy Act (PA), Freedom of Information Act (FIOA), Healthcare Information Portability and Accountability Act (HIPPA), and Automated Data Processing (ADP) Security to assure
that information is not released inappropriately or without the veterans' consent.
Partners with and advises Clinical Service Chiefs in the high-level coordination of facility-wide management of clinic setup, encounter management/completion, medical documentation, scheduling, procedures, directives, and practices in daily operations. This includes coordination of
development and implementation of training plans for clinical staff, auditing/data collections tools and practices, and regular reporting of clinical and health information management practices.
Performs a full range of direct supervisory duties over five (5) Supervisory Medical Support Assistants, GS-0679-08. Plans and directs work,
assigns tasks, evaluates work performed, advises employees, recommends selection of applicants to fill vacant positions, handles employee complaints, grievances, and minor disciplinary problems. Ensures adequate training of subordinates. Provides advice and direction regarding production and quality requirements.
Evaluates effectiveness of operation supervised in terms of monitoring production, mIssIon accomplishment, quality and quantity standards, procedural policy, regulatory compliance, and technical competence. Makes changes in work assignments and workflow; balances workload among
positions to increase effectiveness of operations supervised. On a regular basis meets with subordinates to discuss production reports, offer and solicit recommendations for improvements and ensures subordinate staff maintains production requirements. The incumbent recruits, develops and retains a diverse high-quality workforce to include the hiring of qualified minorities, women, and disabled candidates for positions in the unit; recommends appointments, promotions, and makes recommendations for training needs; and actively identifies methods to improve production or
increase the quality of work within Health Administration Service.
Receives and processes requests for special informational studies, surveys, questionnaires, recurring and non-recurring reports, etc. from Veterans Affairs Central Office (VACO), network, top management, or Inspector General and is responsible for collection of data from all appropriate sources, review, and validation of the data collected, and preparation of a formal response to the requesting organization.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet time-in-grade requirements and specialized experience within 30 days of the closing date of this announcement, 01/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience for GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing and directing the administrative aspects of a program and providing effective management of functions in scheduling, reception, eligibility, admissions, and/or other related programs. Directing supervisory duties relating to various types of staff in multiple areas with duties such as planning and directing work, evaluating work performed, advising employees and handling employee complaints. Determining which major projects affecting functional activities assigned will be initiated, changed, or discontinued; analyzing productivity within each major program and adjusts available manpower. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D. if related, in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond .
Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: independently coordinate between departments of an organization to achieve greater shared objectives; utilize written and oral communication skills to respond to the needs of internal and external clients; deal with customers constructively and appropriately when conflict or problems arise; utilize data and reports to determine past and current effectiveness of operations; supervise or train entry level administrative staff; populate or maintain an automated tracking system. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related, in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
