About the Position: This position is a Management Analyst, GS-0343-09, position with the US Army Corps of Engineers, Northwestern Division, in Portland, Oregon.
Duties
Provide recommendations on organization and staffing structure to increase organizational effectiveness.
Prepare informational and comprehensive reports of administrative nature to serve as management tools.
Advise management on current administrative functions and personnel policies.
Utilize automated data processing techniques and procedures to maintain and update various programs.
Prepare, route, or review award justifications for performance, special act, and honorary awards.
Analyze recruitment alternatives and provide recommendations to management based on staffing plans, mission needs, and budget availability.
Provide support to the Administrative Officer and managers in areas of workload forecasting, position structures, and recruitment plans to achieve current and future organizational objectives.
Provide regulatory advice, guidance, and assistance on timekeeping processes and procedures, authorized leave, and work schedules.
Provide regulatory advice, guidance, and assistance on human resources issues such as worker's compensation, awards, and incentives.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes experience in the majority of the following areas 1) human resources/personnel actions, 2) performance management, 3) preparing and tracking various documents using automated systems, 4) tracking budget expenditures, 5) creating or updating administrative standard operating procedures, 6) coordinating training, 7) overseeing timekeeping procedures, and 8) assisting with travel arrangements.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Human Resources, Orgnaizational Management, etc. .
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
