About the Position: Serves as a Program Analyst at the Directorate of Environmental and Munitions Center of Expertise. Perform a wide variety of programmatic, budgetary, resource management, and analytical duties relating to several national DOD and Non-DoD programs such as Department of Defense and State Memorandum of Agreement (DSMOA) Program, Formerly Used Defense Sites program DOE Formerly Utilized Site Remedial Action Program, Environmental Protection Agency Superfund Program, etc.

Duties

Serve as a Point of Contact and perform financial actions for environmental programs from planning, budgeting, and execution. Analyze financial data against organizational program plans, goals and objectives and ensure data complies with all laws, policies, regulations and SOPs. Support the Superfund and Department of Defense and State Memorandum of Agreement (DSMOA) and other Department of Defense Environmental Restoration Programs using financial databases and systems such as Corps of Engineers Financial Management System.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires up to 10% travel (TDY).
  • This is a Financial Management Level 2 Certified position. Incumbent must be able to obtain this certification with 24 months of employment. Failure to obtain certification may result in adverse action.

Specialized Experience: One year of specialized experience which includes : 1) implementing environmental program requirements of technical/legal elements to analyze potential problem areas and reach solutions; 2) analyzing and summarizing financial data using financial tools such as the Corps of Engineers Financial Management System (CEFMS) to present for decision making; 3) establishing recommendations pertaining to the long-range budget; and 4) providing formal presentations to various governmental departments and agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Budget Formulation, Justification, and PresentationFinancial Management AnalysisPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
