About the Position: This is a Program Analyst, GS-0343-12 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Planning, Programs & Projects Division.
Duties
Prepare draft and final justification documents that go to higher Corps headquarters, Office of Management and Budget and Congress.
Prepare, compile and/or edit narrative and statistical material, exhibits, and related background information for use by the district staff in supporting assigned appropriations and projects.
Assure budget program submission of assigned appropriations and projects to higher authority are consistent, accurate and adhere to guidance and instructions.
Develop plans, procedures, and instructions for formulating and justifying the Omaha District's C and I annual and multiyear budget programs.
Evaluate and integrate estimates and proposals submitted by Programs Management Branch, Planning, Programs and Project Management Division (PPPMD), and other district office elements as needed.
Negotiate desired changes in program/programming data (i.e., modification, deletions and additions) with appropriate staff in submitting division.
Serve as Construction and/or Investigation Program Manager for the District.
Collect, compile, and analyze project financial data for design and construction activities implemented under multiple authorities.
Provide assistance and advice to project managers with regard to all financial and budgetary items associated with the Continuing Authority Program.

- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Specialized Experience: One year of specialized experience which includes1)Experience analyzing financial data to formulate and execute budgets; AND 2) Experience working various program budget requirements; AND 3) Experience with forecasting and justifying funds needed for future projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
