About the Position: This position is located at the US Army Recruiting Command (USAREC), Headquarters, Fort Knox, KY. Serves as a Human Resources Specialist in USAREC's Civilian Personnel Management Division tasked with the development, management, and evaluation of the command's civilian personnel program.
Duties
Provide advice to management regarding available flexibilities, incentives, and best practices for employee recruitment and retention.
Provide comprehensive human resources services to management and employees.
Compose advisory statements for management that include discussion of classification and position management principles.
Develop clear, concise program policies, guidelines, or procedures to achieve civilian human resources program objectives.
Advise management on performance management to assist them in development of good performance standards.
Identify and apply government standards and position classification policies to correctly classify positions.
Develop standardized position descriptions for common occupations within the organization.
Establish policies for civilian awards processing to ensure timely submission of award packets.
Monitor award program to ensure compliance with high level polices, guidance, and procedures.
Ensure Union obligations are met prior to implementing policy or program changes.
Advise managers on application of human resources policies and procedures for labor relations matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements.

Specialized Experience: One year of specialized experience which includes 1. Managing assignments involved a combination of any two or more functions in the specialized subject matter areas of recruitment and placement, including transformation initiatives, classification and position management, employee relations, labor relations, training and development, and information systems; 2. Developing various position descriptions in accordance with policy to meet mission needs; AND 3. Researching Army regulations to develop agency policy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
