Duties
You will ensure compliance with acquisition education and training requirements for staff certification and/or Defense Acquisition Workforce membership.
You will analyze, coordinate, and recommend proposals and revisions to DOD, DON and Navy IPO initiatives and policies for assigned programs.
You will perform Human Resource duties for civilian personnel program to include hiring actions, awards program, civilian payroll and timekeeping administration and interaction with HRO personnel at higher headquarters.
You will be responsible for understanding and actively supporting the Command's Affirmative Action EEO program, ensuring EEO principles are reflected in all aspects of personnel management.
You will research, collect data, and conduct studies on utilization of training and education assets.
You will analyze acquisition training and-educational programs-offered within DON, other DoD components and-outside the Department of Defense to determine their applicability and utility for incorporation into Navy IPO programs.
You will develop briefs for senior managers on program execution and provide select recommendations to correct identified program variances or problem areas.
You will resolve complex/difficult problems and develop and implement strategies or techniques for resolving program/project problems.
You will reviews and oversee the timeliness, accuracy and validity of information contained in Training and Human Resource deliverables and management reports.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- This is a Defense Acquisition Workforce position that requires a Program Mgmt, Practitioner acquisition certification. Incumbent has 60 months to earn this certification and must obtain and maintain certification in accordance with DoD Instr 5000.66.
- Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
- This is a Security Cooperation (SC) position and requires a DoD SC Certification [Level: BASIC] in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 U.S. C., Sect 384.
- Incumbent must maintain "good-standing" in an appropriate Area of Concentration (AoC) and Security Cooperation Workforce (SCW) Certification within prescribed timeframes. SCW level required: BASIC.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to possess and maintain a SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band NH-02 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience managing human resources duties for civilian personnel program;
Experience briefing senior managers on programs and recommends solutions to varies problems in the programs; and
Experience with compliance for staff certifications and developing reporting metrics.
