This position is located in the Office of Discovery, Education and Affiliate Network (DEAN) includes the Office of Academic Affiliations (OAA), Office of Research and Development (ORD), Office of Healthcare Innovation and Learning (OHIL), and the National Center for Healthcare Advancement and Partnerships (HAP).

Duties

This announcement will close on January 30th, 2024, or once the first 100 applications have been received. Serves as the operations administrative point of contact for the SimLEARN and the key coordinator of administrative support to the SimLEARN managerial and clinical leadership. Coordinates all administration functions with SimLEARN to ensure local consistency with national practices, policies, and procedures. Implement established operating guidelines locally and/or develop local administrative procedures as required. Analyzes quantitative and qualitative data to identify linkages, patterns and themes, and applies this analysis to standardizing processes. Develops proposals for management review on a wide variety of administrative topics. Produces periodic reports regarding ongoing actions, accompanied with recommendations and known implications, such as changes in operations, budget or quality. Plans, coordinates, and oversees office support functions such as internal communications, procurement of administrative supplies, printing, reproduction, and records management. Performs administrative work, which includes management of an office's schedule or day to day plans. Develops new plans or schedules using standard references. Identifies objectives based on understanding of program and overall priorities. Determines specific steps, input required, and/or meetings. Provides advisory services to all levels of management regarding the requirements and implications of the administrative/office services provided. Provides advice to operating managers and supervisors on how provided services can assist in accomplishing their missions and programs. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. For a GS-09 position you must have served 52 weeks at the GS-07 For a GS-11 position you must have served 52 weeks at the GS-09 GS-09 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Administrative Officer, GS-09 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-07 level in Federal service to qualify at the GS-09. Examples of specialized experience include: 1) Manages planning, execution, and coordination of recruitment activities as directed by the Executive Director. 2) Manages and controls employee documents/forms as required by the servicing human resources office. 3) Track assigned fund control points, reports on a regular basis to management, following up on unusual occurrences, and assists in initiating measures to ensure a smooth end-of-year closeout. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. OR GS-09: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work? OR GS-09: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Administrative Officer position, which may be substituted to meet the experience requirements for GS-09 position? GS-11 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Administrative Officer, GS-11 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-09 level in Federal service to qualify at the GS-11. Examples of specialized experience include: 1) Responsible for tracking a wide range of time-sensitive requirements including such items as mandatory education, performance appraisals, general reports, processing human resources documents, employee clearance, administrative tasks associated with recruitment, and other human resource functions as needed. 2) Coordinates all administrative functions within the organization to ensure local consistency with national practices, policies, and procedures. 3) Develops, coordinates and manages calendars to assist in coordination and management of Executive Director priority projects. 4) Monitors administrative actions as assigned and presents recommendations to appropriate management officials for final decision. 5) Reviews progress of all obligations and maintain sufficient familiarity of operating and financial programs. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.
