This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC), Infrastructure Services Division (ISD), Transport Services Branch (TSB), Network Services Section (NET), located in Alexandria, VA.

Duties

In this position you will collaborate with a Team of Network Professionals and serve as an IT Cybersecurity Specialist (PLCYPLN/INFOSEC) for IT Network Infrastructure, responsible for the planning, analysis, design, development, testing, configuration, installation, implementation and integration of networked systems used for the transmission of information in data, voice and/or video formats.

Requirements

  • U.S. Citizenship is required.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • This position requires a Top Secret clearance.
  • A one-year probationary period may be required.
  • Certification for COR course w/in 1 yr entry into the position.

Qualifications

To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience includes the following: Working with Cisco products such as routers and switches and experience with network operating systems such as CISCO Internetwork Operating System. Networking fundamentals such as experience in the application of IP protocols as well as network analysis and troubleshoot skills. Providing advice and guidance in implementing IT security policies and procedures in the development and operation of network systems. Overseeing the execution of project plans, schedules & technical installation and implementation plans to procure, configure, deploy and maintain IT systems. Establishing criteria; formulating projects; assessing program effectiveness. To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience includes the following: Leading or managing users, engineers, other technical teams and senior management to collect requirements, describe technical designs and strategy, track and report project statuses. Planning, design and support of Wi-Fi / Wireless Networks and Software Defined Networking solutions. Conducting in-depth analysis of new and emerging IT Infrastructure technological, operating and other improvements to support continuous improvement in networking and computer environments such as wireless technologies and software defined networking. Proposing new policies, practices and processes in order to resolve specific complex and/or intricate issues and problems or research trends and patterns in order develop new methods and criteria. Building collaborative work teams in a matrixed environment and leading integrated product teams focused on organizational strategic issues and initiatives. Be prepared to describe the environment and your level of involvement from a leadership or managerial perspective. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
