You will serve as a PROGRAM ANALYST in the Surface Ship Modernization Program (PMS451), Surface Warfare Directorate (SEA 21) of NAVSEA HQ FIELD SUPPORT. You will provide wholeness to the Fleet by serving as the primary technical interface, ensuring surface ships are modernized with the latest technologies and remain mission relevant throughout each ship's service life.
Duties
You will support the management of the entire planning and execution of major Navy surface ship modernization.
You will provide program management support to the Principal Assistant Program Manager for an unprecedented major modernization of the Arleigh Burke Class Guided Missile Destroyer (DDG).
You will provide end-to-end management and oversight of all aspects of work package development, and contractor work package execution for the DDG MOD 2.0 Program.
You will conduct detailed analyses of complex functions and work processes that can include financial, contractual, programmatic, or other program office focus areas and provide recommendations to program leadership.
You will conduct studies, surveys and review projects to evaluate program requirements, accomplishments, effectiveness, and/or compliance with meeting specific goals, objectives, rules, and regulations.
You will prepare coordinated reports, presentations and briefings in support of the program.
You will establish and maintain working relationships with internal and external stakeholders.
You will support evaluation of compliance with meeting system specifications, as well as adherence to rules and regulations.
You will prepare senior level briefings on complex topics related to ship alteration design, development, planning, procurement, systems integration, test, fleet introduction, and support.
You will analyze data and develop solutions to identified problems and risks, and recommend the need for, and participate in, the establishment and implementation of risk management efforts.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-02 (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing analysis or oversight for technical management and financial direction for the acquisition and/or modernization of ships to accomplish program objectives.
