Administrative Officer (AO) reports to the Emergency Management Service at the Orlando VA Health Care System (OVAHCS). Position purpose is to direct and coordinate the administrative, operational, planning, and process improvement activities within Emergency Management. The Emergency Management Service is actively involved in the disaster preparedness and response of the Orlando VAHCS across all sites of care and Services.
Duties
Duties include but are not limited to:
Planning, coordinating, and managing data analysis, process improvement, budget management, and personnel management for the Emergency Management Service.
Provides guidance and support to the service in the areas of planning, policy development, outcome assessment, organizational strategic planning and analysis review, and evaluation of service operations.
Coordinates, integrates and monitors all administrative services affecting the department.
Coordinates, monitors financial, and workload reports of specialized service programs.
Constant surveillance, evaluation, and planning to ensure efficient utilization of space based on organizational and Service level needs.
Maintains confidentiality of all office matters and executes discretion in the release of all information.
Manages and tracks all department documentation and records management to include employee performance folders, competencies, and training.
Ensure service documentation for meetings and Committees include meeting agendas, minutes, charters, process improvement project documentation and other intermittent or recurrent documentation needs are completed.
Assist with inputting hundreds of sensitive employee injury data records into the Bureau of Labor Statistics report for the service.
Develops educational material for other Services/Sections and Executive Leadership within the organization to support all Emergency Management-related programs and initiatives.
Completes other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Applicant should have knowledge and or relative experience in Fiscal (4Cast0, Fund Control Points (FCP), Managing EM Assets, HR Smart, Vista, EOC rounds, VATAS, PIMS, VAEES and COR.
GS-09 Grade Level: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization
Specialized Experience Includes: Examples of specialized experience would typically include, but are not limited to: Ensure required documents are ready for presentation on all Teams meetings, records minutes and distributes for appropriate signatures. Works with Senior Management staff's calendars to coordinate and schedule the Environment of Care Committee, GEMS Committee Meeting and Accident Review Board. Planning, coordinating, and managing data analysis, process improvement, budget management, and personnel management. Provides guidance and support related to planning, policy development, outcome assessment, organizational strategic planning and analysis review, and evaluation of operations. Identify and recommend solutions to customer service issues, process improvement initiatives, customer service programs, budgetary needs and procurement, or personnel, which serve to facilitate operations. Approves leave requests and certifies time and attendance records. Receives and tracks action items, follows-up to ensure observance of deadlines and coordination of internal comments and clearance. Receives, assigns, and monitors externally and internally generated correspondence and inquiries. Or,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree; or, two full years of progressively higher level graduate education leading to such a degree. Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education.

Physical Requirements: The work is primarily sedentary, although some physical effort may be required. Walking throughout the facility and carrying files to meetings within the Service/organization is often required.
