These positions are located in the Health Resources and Services Administration, Maternal and Child Health Bureau, Office of Policy and Planning. The duty location for these positions is in Rockville, MD.

Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As a Legislative Analyst, you serve as the technical expert in the development of MCHB legislation and legislative policy activities. You provide answers to questions on legislative matters posed by public, Agency and Departmental officials and Congressional staff.
Your duties and responsibilities include:
Analyzing legislation and regulations, recommending policies, providing technical assistance and consultation to MCHB staff, and assessing MCHB activities.
Reviewing and analyzing pending legislation and regulations, which will impact MCHB programs.
Working closely with all levels of program management on special projects and assessments on legislative activities.
Tracking pending legislation in coordination with Division management and monitors planning and related projects of the Agency to assure appropriate interface.
Working with groups outside of the Division to ensure broad participation of all program entities affected directly or indirectly by program activities.

Requirements
- U. S. Citizenship is required.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-12: In order to qualify for this GS-12 position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:
Analyzing current, new, and proposed legislative and regulatory policy to determine the impact on programs and initiatives;
OR
Developing recommendations on the implementation of legislation, regulations and policies that impact the business operations and activities of an organization.
GS-13: In order to qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:
Researching and analyzing current, new, and proposed legislative and regulatory policy to determine its impact on organization-wide programs;
OR
Developing and revising organization-wide policies, programs and procedures due to new or revised legislation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

LEGISLATIVE PROCESS AND POLICY - Understands the legislative process and how it impacts the missions of the Department, the Agency and one's own organization.
RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
COLLABORATION - Works cooperatively with others, inside and outside the organization, to accomplish objectives to build and maintain mutually beneficial partnerships, leverage information, and achieve results.
