Duties

Serve as a Procurement Analyst in the Procurement Process Support Directorate within DLA Troop Support. Interpret Procurement regulatory requirements that impact the procurement process area; and identify areas for system and/or process improvement. Provide guidance for interpreting and applying enterprise-wide contracting processes and procedures. Prepare training materials and conduct training sessions to various sized audiences. Analyze Procurement Metrics, identify trends impacting those metrics and prepare reports for Senior Level Management. Provide briefings to senior leadership, Process Owners and other process management team members. Analyze procurement data and information to support major Congressional, Government Accountability Office (GAO), or Inspector General (IG) investigations, audits, and/or inspections Participate in implementing DLA policies and procedures related to acquisition and the Enterprise Business Systems (EBS). Work closely with other divisions in the Procurement Process Support Directorate, DLA HQ-J7, and the Supply Chains to coordinate and respond to requests and inquiries. Assist with systemic procurement contract reviews to ensure quality associated with pre-solicitation and post award.

Qualifications

To qualify for a Procurement Analyst your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied a 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A)" above. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Applying and adapting analytical techniques and evaluation criteria to evaluate the effectiveness and efficiency of activities within the procurement process and develop and implement corrective actions for complex contracting process problems. Experience with a broad range of contracting methods, concepts as well as the governing regulations, principles, practices, policies, laws, precedents and guidelines of the procurement process. Monitoring, analyzing, manipulating data and evaluating process performance critical data to identify trends and ensure performance targets are being met. Preparing reports and PowerPoint presentations for top-level management briefings. Conducting complex analytical evaluations and providing recommendations/solutions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
